The Reserve Bank of India (Payments Banks – Miscellaneous) Supervisory Directions, 2026 provide a framework for Payments Banks relating to IT access, customer service, fraud prevention, whistle-blower protection, and internal vigilance. Effective immediately, the Directions aim to strengthen governance, operational controls, and regulatory compliance. The Directions require banks to provide RBI access to IT systems, reduce inoperative accounts, improve KYC updation and nomination coverage, and monitor customer service initiatives. They prescribe fraud prevention measures, including internal controls, legal
compliance audits, document safeguards, forensic reviews, and employee accountability. The Directions also mandate implementation of a Protected Disclosure Scheme and establishment of an internal vigilance mechanism through a Chief of Internal Vigilance, complaint handling processes, staff rotation, and coordination with investigative agencies. Earlier instructions on these matters stand repealed, while RBI retains powers to issue clarifications and enforce compliance.
