The Reserve Bank of India (Payments Banks – Supervisory Returns) Directions, 2026 establish a regulatory framework for the governance, preparation, and submission of supervisory returns by Payments Banks. Effective immediately, the Directions prescriberequirements relating to data management, reporting standards, and submission of periodic and ad-hoc returns through RBI-approved platforms, including CIMS.
The Directions require the Board and Senior Management of Payments Banks to ensure robust data governance, accurate and timely reporting, effective IT infrastructure, data validation, reconciliation, and risk management practices. They specify applicable supervisory returns, including financial, liquidity, capital adequacy, investment, complaints, and fraud-related returns, along with prescribed submission timelines.
The Directions mandate accurate and timely filing of returns and empower RBI to take regulatory action for non-compliance. They also provide RBI authority to introduce additional reporting requirements and replace earlier supervisory return instructions applicable to Payments Banks.
