The Reserve Bank of India (Rural Co-operative Banks – Fraud Risk
Management) Directions, 2026, issued on 31 July 2026, establish a
comprehensive framework for the prevention, early detection, investigation, and
timely reporting of frauds by Rural Co-operative Banks (State Co-operative Banks
and Central Co-operative Banks). The Directions require a Board-approved Fraud
Risk Management Policy, constitution of a Special Committee for Monitoring Frauds,
implementation of Early Warning Signal (EWS) systems, and adherence to the
principles of natural justice before classifying any borrower or entity as fraud.
The Directions also mandate reporting of frauds to Law Enforcement Agencies and
NABARD, prescribe penalties including a five-year debarment from RBI-regulated
credit facilities after repayment/settlement, require legal audit of title documents for
loans of ₹1 crore and above, and strengthen the role of auditors in fraud detection.
The Directions repeal earlier fraud risk management instructions and introduce a
uniform, risk-based fraud management framework for Rural Co-operative Banks.
