The RBI (Urban Co-operative Banks – Supervisory Returns) Directions, 2026,
issued by the Department of Supervision, RBI on July 31, 2026, consolidate the
framework for submission of supervisory returns by Urban Co-operative Banks
(UCBs) under the Banking Regulation Act, 1949. The Directions aim to ensure
accurate, timely, and standardised reporting to RBI by replacing earlier scattered
instructions.
The Directions place responsibility on the Board and Senior Management for data
governance, accuracy, reconciliation, and implementation of proper systems for data
aggregation and reporting. UCBs are required to submit returns electronically
through RBI-prescribed portals, maintain documented data-quality controls, and
ensure compliance with prescribed timelines.
The framework specifies various supervisory returns, including financial, liquidity,
exposure, fraud, and regulatory reporting returns, with applicability and periodicity
based on the type and size of UCB. Non-compliance with reporting requirements
may attract regulatory action and penalties under applicable laws. The Directions
also repeal previous instructions while protecting actions already taken under them.
